{"id":14050,"date":"2025-01-28T22:54:29","date_gmt":"2025-01-29T03:54:29","guid":{"rendered":"https:\/\/whia.us\/?p=14050"},"modified":"2025-02-06T12:48:04","modified_gmt":"2025-02-06T17:48:04","slug":"the-iron-dome-for-ameri","status":"publish","type":"post","link":"https:\/\/whia.us\/en\/14050\/","title":{"rendered":"The Iron Dome for America"},"content":{"rendered":"<div class=\"alignfull wp-block-whitehouse-topper\">\n<div class=\"wp-block-whitehouse-topper__inner-container\">\n<div class=\"wp-block-whitehouse-topper__content\">\n<h1 class=\"wp-block-whitehouse-topper__headline\" style=\"text-align: justify;\"><\/h1>\n<div class=\"wp-block-whitehouse-topper__meta\" style=\"text-align: justify;\">\n<div class=\"wp-block-whitehouse-topper__meta--byline\">EXECUTIVE ORDER<\/div>\n<div class=\"wp-block-whitehouse-topper__meta--date\">\n<div class=\"wp-block-post-date\"><time datetime=\"2025-01-27T22:46:44-05:00\">January 27, 2025<\/time><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">By the authority vested in me as President by the Constitution and the laws of the United States of America, including my authority as Commander in Chief of the Armed Forces of the United States, it is hereby ordered:<\/p>\n<p style=\"text-align: justify;\">\nSection 1.\u00a0 Purpose.\u00a0 The threat of attack by ballistic, hypersonic, and cruise missiles, and other advanced aerial attacks, remains the most catastrophic threat facing the United States.<\/p>\n<p style=\"text-align: justify;\">\nPresident Ronald Reagan endeavored to build an effective defense against nuclear attacks, and while this program resulted in many technological advances, it was canceled before its goal could be realized.\u00a0 And since the United States withdrew from the Anti-Ballistic Missile Treaty in 2002 and initiated development of limited homeland missile defense, official United States homeland missile defense policy has remained only to stay ahead of rogue-nation threats and accidental or unauthorized missile launches.<\/p>\n<p style=\"text-align: justify;\">\nOver the past 40 years, rather than lessening, the threat from next-generation strategic weapons has become more intense and complex with the development by peer and near-peer adversaries of next-generation delivery systems and their own homeland integrated air and missile defense capabilities.<\/p>\n<p style=\"text-align: justify;\">\nSec. 2.\u00a0 Policy.\u00a0 To further the goal of peace through strength, it is the policy of the United States that:<br \/>\n(a) \u00a0The United States will provide for the common defense of its citizens and the Nation by deploying and maintaining a next-generation missile defense shield;<br \/>\n(b) \u00a0The United States will deter \u2014 and defend its citizens and critical infrastructure against \u2014 any foreign aerial attack on the Homeland; and<br \/>\n(c) \u00a0The United States will guarantee its secure second-strike capability.<br \/>\n<a>Sec<\/a>. 3. \u00a0Implementation. \u00a0Within 60 days of the date of this order, the Secretary of Defense shall:<br \/>\n(a) \u00a0Submit to the President a reference architecture, capabilities-based requirements, and an implementation plan for the next-generation missile defense shield. \u00a0The architecture shall include, at a minimum, plans for:<br \/>\n(i) \u00a0\u00a0\u00a0\u00a0Defense of the United States against ballistic, hypersonic, advanced cruise missiles, and other next-generation aerial attacks from peer, near-peer, and rogue adversaries;<br \/>\n(ii) \u00a0\u00a0\u00a0Acceleration of the deployment of the Hypersonic and Ballistic Tracking Space Sensor layer;<br \/>\n(iii) \u00a0\u00a0Development and deployment of proliferated space-based interceptors capable of boost-phase intercept;<br \/>\n(iv) \u00a0\u00a0\u00a0Deployment of underlayer and terminal-phase intercept capabilities postured to defeat a countervalue attack;<br \/>\n(v) \u00a0\u00a0\u00a0\u00a0Development and deployment of a custody layer of the Proliferated Warfighter Space Architecture;<br \/>\n(vi) \u00a0\u00a0\u00a0Development and deployment of capabilities to defeat missile attacks prior to launch and in the boost phase;<br \/>\n(vii)\u00a0 \u00a0Development and deployment of a secure supply chain for all components with next-generation security and resilience features; and<br \/>\n(viii) \u00a0Development and deployment of non-kinetic capabilities to augment the kinetic defeat of ballistic, hypersonic, advanced cruise missiles, and other next-generation aerial attacks;<br \/>\n(b) \u00a0Review relevant authorities and organization of the Department of Defense to develop and deploy capabilities at the necessary speed to implement this directive;<br \/>\n(c) \u00a0Jointly with the Director of the Office of Management and Budget, submit to the President a plan to fund this directive, allowing sufficient time for consideration by the President before finalization of the Fiscal Year 2026 Budget; and<br \/>\n(d) \u00a0In cooperation with United States Strategic Command and United States Northern Command, submit to the President:<br \/>\n(i) \u00a0\u00a0An updated assessment of the strategic missile threat to the Homeland; and<br \/>\n(ii) \u00a0A prioritized set of locations to progressively defend against a countervalue attack by nuclear adversaries.<\/p>\n<p style=\"text-align: justify;\">\nSec. 4. \u00a0Allied and Theater Missile Defense Review. \u00a0The United States continues to cooperate on missile defense with its allies and partners to aid in the defense of ally populations and troops and of forward-deployed United States troops. \u00a0Following the submission to the President of the next-generation missile defense reference architecture under section 3(a) of this order, the Secretary of Defense shall direct a review of theater missile defense posture and initiatives to identify ways in which the United States and its allies and partners can:<br \/>\n(a) \u00a0Increase bilateral and multilateral cooperation on missile defense technology development, capabilities, and operations;<br \/>\n(b) \u00a0Improve theater missile defenses of forward-deployed United States troops and allied territories, troops, and populations; and<br \/>\n(c) \u00a0Increase and accelerate the provision of United States missile defense capabilities to allies and partners.<\/p>\n<p style=\"text-align: justify;\">\nSec. 5.\u00a0 General Provisions.\u00a0 (a)\u00a0 Nothing in this order shall be construed to impair or otherwise affect:<\/p>\n<ol class=\"wp-block-list\" style=\"text-align: justify;\">\n<li>the authority granted by law to an executive department or agency, or the head thereof;
